**奥巴马倾向于通过外交途径制止叙利亚使用化武**

美国总统奥巴马表示,他非常倾向于通过外交途径制止叙利亚使用化学武器。目前奥巴马仍在继续敦促国会支持对叙利亚进行军事打击。

俄罗斯提出一项新建议,主张将叙利亚的化学武器库存置于国际社会的控制之下,而奥巴马星期一在接受电视采访时对俄罗斯的提议表示怀疑,但他认为这项计划有可能取得突破。奥巴马说,在没有军事行动威胁的情况下,这项计划不会得以实施。

**Obama Prefers Diplomacy in Syria Chemical Weapons Deterrence**
U.S. President Barack Obama says he "overwhelmingly" prefers diplomacy in deterring Syria's use of chemical weapons, as he continues to press Congress to support a military strike.

In a series of television interviews Monday, Mr. Obama expressed skepticism about a new Russian proposal to put Syria's chemical weapons stockpile under international control, but called the plan a potential breakthrough.  He said it would not have materialized without the threat of military action.

Mr. Obama is continuing meetings with members of Congress on Tuesday before giving an evening televised address on the situation in Syria.

He acknowledged Monday there may not be enough support among lawmakers to pass a proposed measure authorizing U.S. military action.  A Senate resolution would give Mr. Obama a maximum of 90 days to carry out an attack, but would not authorize the use of ground troops.


**叙利亚支持俄罗斯提出的化武方案**

叙利亚政府接受了俄罗斯提出的化武方案。俄罗斯提议,把叙利亚的化学武器置于国际控制之下,然后予以毁弃,以避免美国可能发动的军事打击。

**Syria Backs Russian Plan for Weapons**

The Syrian government has accepted a Russian proposal to put its chemical weapons under international control for subsequent dismantling to avoid a possible U.S. military strike.

Prime Minister Wael al-Halki said the government backed the initiative in order "to spare Syrian blood."

Meanwhile, French Foreign Minister Laurent Fabius said France will submit a draft resolution to the United Nation Security Council that would include a condemnation of the August 21 chemical weapons attack and call for those behind it to be punished at the International Criminal Court.
